I think it is very hard to give more precise advices than "get the most XP out of the lane and don't feed". Depending on your hero it is often best to go gank with your level 6. Don't think things like "if I leave the lane the carry gets free farm", he mostly will have the farm anyways.
Most of the heros just sit at the tower until creeps come to them. At most skill levels you can place a ward in the jungle for vision and go a little further for XP. At higher tiers you have to get creative with the ward placement though. I only block the pull camp when they have such a strong support that one of them is enough to push me out of the lane.
When you only play against one support (dual lane or other support is pulling) and he drives you out of XP range start trading hits! Range supports are awfully weak in early a click situations. Even if you waste regen, the support has to, too. And beleave me, supports are poor :-P
Some offlaners are spacial in a way that they have summons and can use them to pull the lane creeps around the enemy t1 tower into your own. So you get XP and the Carry has to lasthit under the tower.
With others you can abandon the lane at lvl 3 when the supports get too strong and stack the ancients. Sometimes, even if you can't farm them yourself, it's better then doing nothing / feeding.
Sadly most of the time you have to rely on the tri lane to make mistakes for you to get something. A good tri lane will keep the lane in balance and zone you out for minutes.

The offlaner should have an early lead in the game in order to be more effective in the game. So he can do some gankings in order to utilize the team. If the offlaner is isolated in the early game, then request someone to support you and zone the opposing hero on your lane. After, do some farming and let the support get some XP in the lane.

Tranquil boots is the name of the item.

[OT]My advice four you is that you need to be map aware to survive the early phase of the game, avoid ganks and get as much xp as you can. It's always good to have roaming supports to back you up whenever you get ganked. Just coordinate well with your team and you're good to go.

Based on the the times I played as a Offliner I could say that depends on the hero you are using, Tide and Timber can be agressive even vs a Trilane (I got nice kills with them hehe) but you have to focus on getting the lvls and be aware of the opponent's mid, cause it's likely he's going for you, so coordinate with your team if that happens to do a countergank ^^
When humans compete, there you can see their true nature.
